The plan in three sentences
The CDCP is a federal benefit that pays some or all of the cost of dental care, based on your income. You apply through Service Canada, and once enrolled you see a participating dentist like any other patient — the dentist bills Sun Life directly for the covered part. It rolled out in stages starting with seniors and is now open to eligible residents of all ages.
What it is NOT
- Not universal: it's income-tested — under $70,000 the plan pays 100% of eligible costs, $70,000–$79,999 it pays 60%, $80,000–$89,999 it pays 40%, and at $90,000+ you aren't eligible. See the income thresholds.
- Not for people with private insurance: access to a work, pension or purchased dental plan disqualifies you. See the insurance test.

Who runs it
The Government of Canada (Health Canada and Service Canada) sets eligibility and pays for the program; Sun Life administers claims and membership. You never pay a premium, and applying is free.
